“Floyd incident” reappears: American man dies after being kneeled by police
According to U.S. media reports, a black man in custody in Virginia, the United States, died when he was sent to a mental hospital in early March. On March 16, local time, his relatives and lawyers reviewed the hospital surveillance video and said that the man was knelt on by several police officers for more than ten minutes while his hands and feet were handcuffed. Currently, seven police officers and three hospital employees involved in the incident have been charged with second-degree murder. The deceased was named Ilvo Otieno, 28 years old, and suffered from mental illness. On March 3, local time, Otieno was arrested by the police when he was ill and detained in a prison under the jurisdiction of the Henrico County Sheriff’s Office in Virginia. According to the police, Otieno was escorted to the hospital for treatment by the police on March 6 and died while going through the admission procedures. On March 16, Otieno’s relatives and lawyers held a press conference after reviewing the hospital surveillance video and asked the Ministry of Justice to intervene in the investigation. Otieno’s mother, Caroline Oko, said: “What I saw today was a heartbreaking scene. Ladies and gentlemen, my son was abused in custody, and I saw the abuse.” At present, the surveillance video of the incident has not been released to the public, but according to Otieno’s family and lawyers, the video shows that Otieno was handcuffed and pinned to the ground by seven police officers for 12 minutes. After the police found that Otieno was motionless and not breathing, they did not rescue him as soon as possible. The incident once again triggered the American people’s memories of the incident on May 25, 2020, when a black man, Floyd, was killed by a police officer kneeling on his neck.
